Electric underfloor heating in Parramatta
We install electric underfloor heating across the City of Parramatta, where the city centre has had a fuel rule of its own since 2022. Flats are 47.3% of homes here, second only to the City of Sydney, and the house count has barely moved in fifteen years. About 2,146 new apartments a year are approved, more than in any other area in the state. Two weather stations stand inside this boundary, and the one on the North Parramatta ridge averages 6.3°C on July nights. A tower bathroom retile is the job we are asked into most, and under tile heating mats are what goes in.
The benefits of electric underfloor heating in Parramatta
Flats are 47.3% of homes here and separate houses 38.9%, and only about half of today's flats existed in 2011. Two of the reasons below come from rules Council wrote about where a building sends its heat. The others come from the river, the heritage controls and the network boundary that splits Epping.
A new city centre building runs on electricity alone
The city centre plan says all new buildings are to use only electricity for their normal operating needs. In slab heating cable satisfies that clause with no variation, because nothing anywhere in it burns a fuel. Fossil fuels are allowed only for a process electricity cannot serve, and the controls took effect in December 2022.
No condenser on a balcony in a new block
Council's plan says a new apartment building of three storeys or more must reject heat from a centralised source. It names the roof as the place that heat rejection should go, which rules out a balcony or a wall. Floor heating has no condenser and no refrigerant, so there is no position to find for it. The benefit is that a tower bathroom gets warmth with nothing added to the building's plant at all.
A chimney may not be removed from a house here
Council's heritage controls say chimneys must not be removed, on the ground that a chimney is part of a house. There are 739 heritage items here, and fireplaces and chimneys are both named as interior elements to keep. Under tile heating mats need no flue, no chimney and no clearance to anything combustible. So the benefit is that the stack stays as Council asks and the room is still warm.
The flats grew and the houses barely moved
Flats here rose by 22,170 between 2011 and 2021, the largest increase anywhere in the state. Across that same decade the number of separate houses rose by eighty two. The benefit of under tile heating mats is that they suit a tiled bathroom whatever year the building went up. So the job we are asked into is usually in a building younger than the mortgage on it.
Two networks inside one suburb at Epping
About 64% of Epping's homes are on Ausgrid and the rest on Endeavour, with the line along Carlingford Road. The two networks charge at different hours, so one side of a street has an evening peak the other does not. The benefit of our thermostats is that the timer is set to whichever network your bill names.
Flood controls that say nothing about heating
Council says the Parramatta River breaks its banks about five times a year. Habitable floors go at the one in a hundred year flood plus 500mm, and only flood compatible components go below. Unlike four neighbouring areas, the flood controls here never mention heating or wiring at all. The benefit is that the floor build up is a design question here rather than a compliance one.
What we would install in Parramatta
About 2,146 new apartments a year are approved here, which is more than in any other area in the state.
A mat under the tiles
Flats are 47.3% of homes here and nearly a third sit in blocks of nine storeys or more. Under tile heating mats go into the tile bed, so the building's own slab is never cut.
Under tile heating matsCable in a screed
The north east ridge holds 41% of this area's houses, and an extension on one has no floor mass. In screed heating cable is bedded in the topping, and that mass holds the heat for longer.
In screed heating cableCable in a slab
Council asks a ground floor to sit within 500mm of natural ground, which can mean a split slab. In slab heating cable is tied to the reinforcement of each level before the pour, so it goes on the drawings first.
Slab heating cables, dual coreWhy Parramatta properties choose us
We install across Parramatta and the rest of the City of Parramatta, and we size every job from your floor plans before we quote. Installation is always subject to checking installer availability, which we do before we agree a day.
How we install underfloor heating in Parramatta
Plans first, then a quote
Send us the plans for your new home, renovation, office or hotel. We measure the heated areas from them, calculate the cable size and quote the materials. If you want us to install, a second quote covers the installation labour. Nothing is ordered and no day is booked until you accept.
Installation day
Once you accept and tell us the job site is ready, we agree a day, subject to checking installer availability. The floor has to be prepared and ready before that day: your own trades handle levelling, waterproofing and anything else above the slab. Our installer lays the cable or the mat, fits the thermostat, and tests the system with our own equipment before leaving site. Your tiler covers it with the screed or the tile bed.
In a strata building the path is different again
In a New South Wales strata scheme the lot boundary generally sits at the upper surface of the floor. The slab underneath belongs to the building rather than to you. We lay the mat into the tile bed instead of touching that slab, and nothing is drilled or chased into it. Installing hard flooring, and the wiring and power points that come with it, is a minor renovation under the Strata Schemes Management Act 2015. Waterproofing is carved out of that definition, so a full bathroom rebuild goes to a special resolution rather than an ordinary one. Your builder or project manager deals with the owners corporation, and we build to whatever that approval allows.
Saturday runs the full day on a consent here
Saturday is a full working day on a consent issued here, and that is unusual. Consents issued in 2025 and 2026 set work at 7am to 5pm Monday to Friday and the same hours on Saturday. There is nothing on a Sunday or a public holiday. Council's own noise page still says the Saturday starts at 8am, so the consent is the document that governs rather than the website. Nobody needs a permit to work outside those hours here, and there is no trade parking permit. A skip is charged by the day, at different rates for a suburban road, a town centre and the city centre. A works zone is charged by the metre and by the week and wants about eight weeks. The damage bond on a house here is the highest flat residential bond of any area we cover. It is a security held and returned rather than a cost. All of that is settled with the builder first, and the floor heating is installed on one day inside that sequence.
Underfloor heating for Parramatta homes
Second only to the city itself for flats
Flats are 47.3% of homes here, which is second in the state after the City of Sydney. There are 16,110 flats in blocks of four to eight storeys and 13,955 in blocks of nine or more. Both of those counts are second in the state as well. Walk ups are only 30% of the flats here, which is low for a flat area. Separate houses are 38.9% and semis and townhouses 13.3%, with 9,602 of those at two storeys. Owners hold just 21.2% of homes outright, which is fourth lowest in the state, and 45.8% of homes are rented. So we are usually quoting under tile heating mats for the owner of one lot in a large building.
Five belts, and they used to be five councils
This area was assembled in 2016, and about 63% of today's homes came from the old Parramatta council. Another 14% came from Auburn, 11% from The Hills, 10% from Hornsby and 1.5% from Holroyd. The city centre and its ring hold 27% of the homes and are 80% flats, and the Olympic peninsula holds 13% and is 86% flats. The north east ridge holds 29% of the homes and 41% of this area's houses. The estates east of the river hold 14% of the homes but 42% of the social housing. Figures from before 2016 describe none of that, so we quote floor heating from what each belt is now.
The chimney is the part they will not let go
There are 739 listed items here and fifteen conservation areas covering about 3.8% of the residential land. Nearly three quarters of that conservation land sits in Epping's six areas. The rest is at Harris Park, North and South Parramatta, Elizabeth Farm, Burnside Homes and Granville. None of the 739 items names an interior on the schedule. Council's own web page and its plan disagree about whether internal work needs an application, so ask before anything is lifted. Council's heritage adviser is free, which makes that the cheapest question to ask. The controls are clear about the chimney, and under tile heating mats need no flue to replace it.
Winter mornings in Parramatta
Parramatta North station stands on the ridge inside this area, within three kilometres of the city centre itself.
- July nights
6.3°C at Parramatta North station 066124 inside this area, against 8.1°C at Observatory Hill. A tiled floor sits close to that overnight, and it is the first thing a bare foot meets in the morning.
- Frost
2 nights a year at or below 2°C at Parramatta North, and about nine in ten years at Sydney Olympic Park. The overnight low is what decides how cold the floor is at seven in the morning.
- Summer
11 days a year at or above 35°C at Parramatta North and 11 at Sydney Olympic Park. Heating is a winter item here, and a thermostat on a timer draws nothing for the rest of the year.
- Climate zone
Zone 6 across the whole area, including Epping and Carlingford where the area next door is zone 5. Insulation under the heating is what keeps the warmth in the room, and it is sized from that zone.

Does the city centre rule reach my street?
No, only the city centre itself. Inside that boundary a new building has to use only electricity for all the energy its normal operation needs. Those controls took effect in December 2022. Outside that boundary there is no such rule. Council voted eleven to two in February 2026 to make no change to its plan until the state releases its gas decarbonisation roadmap. Both networks had backed the version that was shelved. So floor heating is a choice here and it meets that clause either way.
Why do two neighbours here get different peak hours?
Because the network boundary runs through the suburb. About 77% of homes here are on Endeavour and about 23% on Ausgrid. Epping itself is split roughly 64% Ausgrid to 36% Endeavour. The line runs along Carlingford Road and Blaxland Road and through the station precinct. Endeavour charges a peak from 4pm to 8pm on business days only. Ausgrid charges one from 3pm to 9pm every day, winter included. Your bill names the network, and our thermostats are programmed to whichever peak window applies.
Must a fireplace keep its chimney in a listed house?
Yes. The controls say a chimney must not be removed, on the ground that it is part of the house. Fireplaces and chimneys are both named as interior elements to keep. The controls even suggest converting an existing fireplace to a gas one, which tells you the stack is expected to stay. The benefit is that under tile heating mats warm the room with the stack left exactly where Council wants it.
What is a wintergarden and why does it matter?
It is an enclosed balcony in a city centre tower, and the controls keep it outside the heated envelope. Council's plan says a wintergarden must not be treated as a conditioned space or a weatherproof space. It asks that the flooring is a drained impervious finish providing exposed thermal mass. So that is one floor in the building we do not heat. The benefit is that under tile heating mats go into the bathroom and living floor inside the glass line.
Does the flood level change the floor build up?
No, not in the way it does further west. Council describes this as one of the most flash flooded cities in the state. Habitable floors go at the one in a hundred year flood plus 500mm. Below that level only flood compatible components are allowed. Unlike four areas around it, the flood controls here never mention heating or wiring at all. We still set our thermostats and the connection above that level, because the wiring standard asks for it.
