Electric underfloor heating in Penrith
We install electric underfloor heating across Penrith, where the plan already asks a new dual occupancy to sit on a slab. Separate houses are 78.3% of homes here and about 627 new ones are approved every year. Penrith Lakes station, inside this area, averages 5.4°C on July nights and records 8 nights a year at or below 2°C. The southern edge is colder again, at 22 such nights where the Badgerys Creek station used to stand. A bathroom retile takes under tile heating mats, and a new house takes in slab heating cable before the pour.
The benefits of electric underfloor heating in Penrith
Separate houses are 78.3% of homes here and flats only 9.1%, with every tall block standing in the city centre. Three of the reasons below come from rules Council wrote about heat rather than about fuel. The others come from the ground underneath, the river alongside and the roofs full of solar.
The plan already asks for a slab on new work
Council's plan says every new dual occupancy should use construction that provides thermal mass. It names slab on ground first among the options it lists. In slab heating cable is tied to the reinforcement before the pour, and the slab's mass holds what the cable puts in. So the benefit is a floor that stays warm for hours after the heating has switched off.
Council will not support a dark coloured roof
Council's plan has said since July 2022 that dark coloured roofs retaining heat will not be supported. The control reaches an addition as well as a new building, and its objective is reducing peak demand. The benefit of our thermostats is that floor heating warms the room before the evening peak and then coasts. A slab or a screed topping answers the same objective from inside the house rather than from the roof.
Real frost, and more of it towards the south
Penrith Lakes station stands inside this area and records 8 nights a year at or below 2°C. The station that stood at Badgerys Creek recorded 22 such nights, so the southern edge is harder again. The benefit of in slab heating cable on that ground is that the slab holds heat right through a frost. Our thermostats bring floor heating up on a timer before the first of those mornings starts.
Hot summers and cold mornings in the same year
Penrith Lakes records a high of 48.9°C and averages only 5.4°C on a July night. The benefit of our thermostats is that floor heating draws nothing across the summer and carries the whole load in winter. They run on a timer with a floor sensor, so the heating comes on only when the tiles are cold.
The flood rules name the switches and not the heating
The flood planning level here is the one in a hundred year flood with half a metre added. Council's plan says all electrical services shall be adequately flood proofed above that level. Heating itself is named nowhere in those controls, unlike the areas to the east. So the parts of a floor heating install that answer the rule are our thermostats and the circuit behind them.
Second most solar capacity of any area in Sydney
38.3% of houses here have rooftop solar, and the network prices a window from 10am to 2pm cheaply every day. Set on a timer, our thermostats keep floor heating inside that cheap window and off it the rest of the day. The mass in a slab or a screed topping holds that heat long after the power is off. So a Penrith floor is still warm the next morning on power bought in the middle of the day.
What we would install in Penrith
About 627 new houses a year are approved here, so a slab is a live option far more often than in most areas.
A mat under the tiles
A bathroom being retiled is still the job we are asked for most often here. Under tile heating mats go into the tile bed, and the mesh is cut and turned to follow the fall.
Under tile heating matsCable in a screed
A room added to one of these houses sits on bearers, with nothing underneath to store heat. The screed topping adds that mass, and in screed heating cable is laid out before it is poured.
In screed heating cableCable in a slab
Council's plan names slab on ground first for a new dual occupancy, because of the thermal mass. In slab heating cable is tied to the reinforcing mesh, and the insulation under it is sized from the same drawing.
Slab heating cables, dual coreWhy Penrith properties choose us
We install across Penrith and the rest of the Penrith area, and we size every job from your floor plans before we quote. Installation is always subject to checking installer availability, which we do before we agree a day.
How we install underfloor heating in Penrith
Plans first, then a quote
Send us the plans for your new home, renovation, office or hotel. We measure the heated areas from them, calculate the cable size and quote the materials. If you want us to install, a second quote covers the installation labour. Nothing is ordered and no day is booked until you accept.
Installation day
Once you accept and tell us the job site is ready, we agree a day, subject to checking installer availability. The floor has to be prepared and ready before that day: your own trades handle levelling, waterproofing and anything else above the slab. Our installer lays the cable or the mat, fits the thermostat, and tests the system with our own equipment before leaving site. Your tiler covers it with the screed or the tile bed.
In a strata building the path is different again
In a New South Wales strata scheme the lot boundary generally sits at the upper surface of the floor. The slab underneath belongs to the building rather than to you. We lay the mat into the tile bed instead of touching that slab, and nothing is drilled or chased into it. Installing hard flooring, and the wiring and power points that come with it, is a minor renovation under the Strata Schemes Management Act 2015. Waterproofing is carved out of that definition, so a full bathroom rebuild goes to a special resolution rather than an ordinary one. Your builder or project manager deals with the owners corporation, and we build to whatever that approval allows.
Quiet internal work is not restricted at all
The construction hours we work to here come from Council's standard condition. They run 7am to 6pm on weekdays and 7am to 1pm on Saturday. The Saturday start moves to 8am if the work can be heard from a neighbouring home. The same condition says that work carried out inside a building without noisy equipment is not restricted, which covers most of what we actually do. There is no permit for working outside those hours and no tradesperson parking permit either. An infrastructure bond applies only where the consent or certificate imposes one. The street network is the other local question worth asking. Endeavour has 2,245 substations in this area and 3.3% of them report low headroom or overload. That figure is 1.1% across the suburbs and 10.5% in the rural north and Mulgoa. So on an acreage block your electrician reads the switchboard before a large heated floor is ordered.
Underfloor heating for Penrith homes
A house area with all of its towers in one place
This area holds 57,474 separate houses, which is the third largest count of any area we cover. They are 78.3% of homes here, and 41.9% of all homes have four bedrooms or more. Flats are 9.1% and every block of nine storeys or more stands in the city centre. Penrith suburb itself is the exception, at 43.4% flats and 60.2% rented. Oxley Park is 55.8% semis and townhouses, which is a higher share than anywhere else here. Glenmore Park, St Clair and the estates built between the 1970s and the 1990s run to 95.6% houses. So under tile heating mats and in slab heating cable both get quoted here, depending on the address.
The newest suburbs were paddocks fifteen years ago
About 78.9% of the homes standing here in 2021 were already standing in 2011. The growth is concentrated rather than spread, and Jordan Springs is where it shows. Its median age is 30 and 76.8% of its homes have four bedrooms or more. Council amended the planning certificates for 818 properties at Jordan Springs East. It treats a lot there carrying more than 400mm of fill as Class P. That is a classification about how much the ground moves, and it decides how the slab is designed. In slab heating cable goes into whatever slab that classification produces, with no change to the heating itself.
Flood is what caps the building here, not demand
A flood study Council adopted in December 2024 lifted the one in a hundred year level at Victoria Bridge to 26.8m. That is half a metre above its own 2018 study, and it put 823 more properties inside the flood planning area. The State has capped the city centre at 4,050 additional homes since 2019 for evacuation reasons, against a zoned capacity of eight to nine thousand. Council has also ruled out new housing around Emu Plains, Emu Heights, Regentville and Jamisontown, which hold 7,107 homes between them. None of that stops a floor in a house that already stands. So the work in those four suburbs is under tile heating mats, and the new slabs are further east.
Winter mornings in Penrith
Penrith Lakes station stands inside this area, within about three kilometres of Penrith, Emu Plains and Cranebrook.
- July nights
5.4°C at Penrith Lakes station 067113 inside this area, against 8.1°C at Observatory Hill. A tiled floor sits close to that overnight, and it is the first thing a bare foot meets in the morning.
- Frost
8 nights a year at or below 2°C at Penrith Lakes, and 22 at the closed Badgerys Creek station on the southern edge. The overnight low is what decides how cold the floor is at seven in the morning.
- Summer
22 days a year at or above 35°C at Penrith Lakes, with 5 at or above 40 and a record of 48.9°C. Heating is a winter item here, and a thermostat on a timer draws nothing for the rest of the year.
- Climate zone
Zone 6 across the whole area, with a modelled heating allowance of 56 megajoules per m² a year on a slab. Insulation under the heating is what keeps the warmth in the room, and it is sized from that zone.

Why did my lot get a Class P classification?
Because of the fill under it rather than the soil itself. The certificates for 818 properties at Jordan Springs East were amended by Council. A lot there with more than 400mm of fill is treated as Class P. That classification decides how the slab is designed, not whether it can be heated. Cable is tied to whatever reinforcement the engineer specifies. So the benefit is that in slab heating cable goes into whatever slab the engineer has already designed.
How much colder is the southern edge of this area?
Several degrees on a winter night, and each figure belongs to its own station. Penrith Lakes, near the river, averages 5.4°C on July nights and 8 nights a year at or below 2°C. The station that stood at Badgerys Creek McMasters recorded 3.8°C and 22 such nights. Orchard Hills, in the middle, recorded 7 such nights. So the southern edge is harder than Emu Plains, and in slab heating cable holds longer through it.
Will the dark roof rule affect my renovation?
Yes, if the work is an addition rather than only internal. Council's plan says dark coloured roofs which retain heat will not be supported, and the control reaches additions as well as new buildings. Three quarters of the roof area has to meet a reflectivity figure. Nothing in it touches the floor or the heating inside. Council's objective is reducing peak demand, and our thermostats take floor heating off the grid before the peak.
What does a listed house here allow inside?
Less than in most areas we cover, because Council's controls reach the interior. The plan asks that significant internal and external fabric is retained and that the original room configuration remains discernible. A heritage impact statement may be asked for on any building older than fifty years in an application. None of the 235 listed items names an interior on the schedule itself. Council runs a heritage architect monthly, and that is the place to settle whether floor heating needs an application.
Can a floor go in below the flood level?
Yes, with conditions, and the conditions are about the electrical side. Council's plan sets the flood planning level at the one in a hundred year flood plus half a metre. It says all electrical services shall be adequately flood proofed, and that flood sensitive equipment including electric motors and switches sits above that level. A once only extension of up to 30m² may be approved with a floor below it. So only our thermostats and the circuit have to sit above that level.
